I've always thought Tosh would be good travelling with the Doctor as well, She'd know to expect from seeing most of the goings on at Torchwood also shes travelled through time when she went through the rift with Jack, It would be the second time they've met also.

As for Claire from Heroes I can imagine her talking to Jack, They have one thing in common.
