You don't seem to remember what actually happens. Giles rounds up only a handful of potentials. The rest are left scattered around the world and are activated in "Chosen." When the Council is blown up along with their records, bar the ones that Giles, the third slayer could be anywhere in the world and possibly killed by bringers and replaced by another unknown potential.

    This is where we are:

    1. There are thousands of potentials scattered across the world.
    2. Giles gathers a handful based on information he steals.
    3. The Watcher's Council did not tell Buffy about the two slayers that were activated after her.
    4. After Buffy and Faith go rouge, the Watcher's Council has more reason than before to keep the identity of a third slayer secret.
    5. The Watcher's Council are destroyed before they could have brought the hypothetical third slayer into play.
    6. All the character that speaks upon the issue assumes Buffy's death will call a slayer.
    7. No character ever suggest Buffy's death won't call a slayer.

She's never had this power before. It is not known how the Council locates the potential, but we know that neither Buffy nor Giles were able to learn about Kendra or Faith. And Giles does not bring every potential to Buffy. He brings like 20 of them or something. According to Wesley, there are hundreds or thousands out there. In the comics, there is an army of them. Sometimes even competing armies. We even see some of the undiscovered potentials in "Chosen" and even more in "Damaged."

LOL, I remember. That's why I was careful to say in my previous post that Giles only rounded up the potential Slayers that were found by the Council.

The Watcher's Council had plenty of time to bring this hypothetical third slayer into play. Buffy died a year and a half before they were destroyed. And to be honest, it's kind of hard to keep the Slayer's identity a complete secret. If vampires like Kakistos and Mr. Trick knew that two Slayers existed before they even met Buffy (see the teaser scene of "Faith, Hope and Trick"), then some other vampires would know about the existence of this hypothetical third Slayer and spread the word. Plus, The First Evil, in its extreme vendetta against all Slayers, never mentions this other Slayer at all.
